What's the deal with this green card lottery business? Reading the testimonials especially gives me a vague totalitarian-dystopia-in-science-fiction feel.

I get that there must be great hordes that'd sooner walk all over each other for the chance to live and work in the US, but this just seems unreal. Visa by raffle? For serious?
